There are 5 types of Federations buildings and you get +1 Envoy from all of them either at level 2 or level 3. Players with the Federations DLC will get 1 extra Envoy by building every type of Federation building. While these were some of the ways to get more Envoys people who have the DLC do have one more option. We would recommend you Diplomatic Corps, Fanatic Xenophile, Empath, or Public Relations Specialist as top choices while setting the Ethics as they will help you get more Envoys. Certain Ethics will help you earn more influence points which in turn will help you increase the number of Envoys.
